State flouts UGC rules in naming principals

SHILLONG: The Kiang Nangbah Government College Students’ Union has petitioned the Human Resource Development minister Prakash Javadekar expressing its reservations over the manner in which the state government appointed principals of government colleges.
The union has sought the intervention of the ministry so that the government of Meghalaya follows the rules and regulations of UGC in appointing principals in the government colleges.
In a memorandum to the Union minister, the general secretary of the union, JP Lyngdoh, said the government of Meghalaya appointed college principals on the basis of seniority and not as per the UGC regulations.
“Because of this seniority basis, some the appointed principals of the college remain in office as the principal for only three months and some have only four, five or six months and so on. This has created a lot of problems and it has also affected the smooth functioning of the college,” he said in the memorandum.
Stating that the state government should avoid appointment of principals on seniority basis and follow UGC criteria, he added that in three semesters, the college already had two principals.
“The principal was appointed this year only and he is going to retired this month (August). He had served in this college as a principal for just 4-5 months time,” he said and added that the situation is similar in almost all the state government colleges.
