RTI applicant seeks MLA scheme details in Hek bastion

SHILLONG: A resident of Langkyrding-Nongmynsong in Pynthorumkhrah constituency has questioned the transparency in implementing various MLA schemes between 2008 and 2017.
Teiborlang Warjri, an RTI applicant, said in a media statement that the RTI reply revealed that AL Hek, former MLA of Pynthorumkhrah, had bought 6,700 bundles of CGI sheets at the rate of Rs 4,000, Rs 4,779 and Rs 5,000 per bundle. The total cost was Rs 3,12,67,400.
It also revealed that Hek purchased sports materials, trophies etc at a total cost of Rs 69 lakh and distributed among clubs and different groups.
The RTI reply from the office of the C&RD Mylliem Block showed that Hek, who is contesting the seat on BJP ticket, also bought 780 sewing machines at the rate of Rs 5,000, Rs 6,000 and Rs 7,000. The total comes to Rs 47.5 lakh.
A public address system, chairs, traditional trophies, traditional music instruments etc were also purchased at the rate of Rs 41.1 lakh.
Most of the schemes were distributed through the Pynthorumkhrah Development Committee (PDC), said Warjri when contacted. He questioned whether PDC is a ghost organisation.
Warjri has given a week’s time to hek and two functionaries of PDC, BE Khyriem and B Kharmutee, to provide details like date of formation of the committee and names of its full-fledged members from 2008 till 2017.
Warjri, in the statement, alleged that Khyriem, who is the secretary of PDC, withdrew Rs 9,22,50,000 and Kharmutee, a member, withdrew Rs 1,91,50,000. He also asked for the names of beneficiaries of the schemes for all the nine years.
In the statement, Warjri said he has no personal intention against Hek but he wants to know whether the schemes were implemented in a transparent way.
