Ardent violated model code of conduct: Shylla

SHILLONG: National People’s Party (NPP) candidate from Nongkrem, HS Shylla said that HSPDP Nongkrem candidate, Ardent Basaiawmoit violated the model code of conduct.
Shylla told reporters at the NPP office on Tuesday that the HSPDP meeting was held without seeking permission.
He informed that for holding public meetings, the candidates will have to get NOC from the headman, NOC from the OC of Police Station and apply online permission from the Returning Officer.
He showed reporters the programme schedule of HSPDP party meeting which listed the Mawmuthoh public meeting on February 2.
“The general meeting is just a cover-up of mistake. Let them deny this,” Shylla said adding that the incident of Mawmuthoh headman being threatened by Basaiawmoit is a serious issue.
Article 371
On the other hand, speaking about the Article 371 which is one of the agenda of HSDPD to seek its application in the state, Shylla said, “If you bring Article 371, all the Autonomous District Councils (ADCs) in the state will cease to exist.”
MUDA
Shylla brought about dissimilarities in the Meghalaya Town and Country Planning Act, 1973 and the Meghalaya Town and Country Planning (Amendment) Act, 2004.
He said that the Section 1 (2) of the 1973 Act states, “It shall extend to the whole of Meghalaya excluding Autonomous Councils. Provided that any District Council desires that or any of the provisions of the Act should apply to the Autonomous District concerned, a notification may be issued to that effect and this Act shall then extend to that Autonomous District subject to such exceptions or modifications as may be specified in the notification.”
The amended Act of 2004 has taken away the portion regarding exception to areas under district councils.
In this connection, Shylla said the Nongkrem legislator in 2004 was Lambor Malngiang who chose to not speak about the matter at the time of amendment.
