SC advocate supports KHADC Bill

SHILLONG: Supreme Court advocate Daniel Stone Lyngdoh Nonglait, extended his support to the KHAD (Khasi Social Custom Lineage) (Second Amendment) Bill, 2018 passed by the Khasi Hills Autonomous District Council (KHADC).
Addressing reporters on Friday, Nonglait said the Bill did not bypass the provisions of the Sixth Schedule of the Indian Constitution, particularly Section 3 (i) and (j) which talks of marriage and social customs.
He pointed to a two-lane system –identity and culture. “To protect the culture is to protect the uniqueness in terms of attire, faith and intellect. The focal point of protecting the identity is to protect the matrilineal society,” he said.
Nonglait said no Bill can be fine-tuned in a day.
The Bill does not need to be tabled before the Dorbar clan and only the unanimous opinion of the members of the KHADC will be enough.
According to him, placing the Bill before the clans and other domain will lead to unnecessary delay.
