Govt returns lineage bills to KHADC

SHILLONG: The state government has returned two amendment bills on Khasi lineage to the KHADC.
The KHAD (Khasi Social Custom of Lineage) (First and Second Amendment) Bills were returned to the KHADC.
An official with the District Council Affairs Department said on Friday that after receiving the letter from KHADC chief executive member HS Shylla for recalling the bills, the department on Friday decided to send the bills to the KHADC.
Earlier, the governor had sent back the bill to the state government for examination.
Shylla, in the letter said the bill needed further scrutiny to remove contradictions following criticisms from several quarters.
While the First Amendment Bill was passed in 2015 by the KHADC, the Second Amendment Bill was passed in 2018.
However, the governor had not given his assent to any of the amended bills.
The principal Lineage Act of 1997 was approved by the governor.
The main amendment in 2018 was that “any Khasi woman who marries a non-Khasi as well as her offspring(s) born out of such marriage(s) shall be deemed as non-Khasi who shall lose the Khasi status and all the privileges and benefits as a member of the Khasi tribe who cannot claim preferential privileges under any law.”
