SHILLONG: The Secretary, Department of Empowerment of Persons with Disabilities (Divyangjan), Union Ministry of Social Justice & Empowerment, Shakuntala D. Gamlin has appealed for job opportunity for PwDs in both private and government sectors.
Speaking at the one-day regional workshop on capacity building of Institutes and Promotion of relevant section of Rights of Persons with Disabilities (RPWD) Act, 2016, here on Monday, Gamlin said reservation in the state government will be under their own rules but Central government reservation of 5 per cent in central institutions and 4 per cent reservation in government jobs are fully saturated.
“So we do not have any complaints but when we look at the reservation and rights of livelihood of disabled persons, we would like to enlists the support of the private sector and civil society also so that more job opportunity is be created both in the public and private sector,” she said.
Gamlin recalled that innovations have come from PwDs such as Helen Keller, Albert Einstein and Louis Braille.
Stating that there are over three crore disabled children in India, she said, “A special enabled child is not to be treated differently and they should have the same human, social and economic rights.”
She said the RPWD Act is to ensure that children are not denied their rights. The Act will have to be implemented and made into a reality by the society.
She added the funds sanctioned for certain schemes such as scholarships go through the national portal through direct benefit transfer, and it is easy to check whether the funds have been utilised properly or not.
) Meanwhile, Dolly Chakraborty, Joint Secretary of the Department of Empowerment of Persons with Disabilities (Divyangjan), Union Ministry of Social Justice & Empowerment, said 14 states have notified the Act and are working to implement the Act in totality.
Speaking on the importance of data profiling, she said that data collection is an important aspect and hence the Central government has launched the Unique Identity Card for the Disabled (UDID).
