SHILLONG: Home Minister Lahkmen Rymbui said that the requirements of software and hardware materials by the traditional institutions for the implementation of Residents Act 2016 will be looked into.
The implementation of the Act has a long way to go with the district administration working on sensitising the traditional heads and also working out the modalities.
He told The Shillong Times, “We will subsequently look into all these.”
He further said the Act has spelled out clearly that before anyone intends to stay in the state, they should register with the Dorbar Shnong and the police department wherein they should furnish all details.
“A tenant has to get himself registered, in other words, the Dorbar Shnong should know who the tenants in the locality/village are. The Dorbar is empowered and the new residents are to approach it and also register at the nearest police station”, he said adding that the house owners are also to be involved in the process.
Earlier, a delegation of Synjuk Ki Nongsynshar Shnong Ka Bri U Hynniewtrep (SNSBH) met Chief Minister Conrad Sangma and proposed the need to develop a uniform software and an App as per the Residents Act 2016 and also to look into the expenditure aspects of it to take it forward.
SNSBH general secretary, RL Blah said that the implementation process involves a lot of financial expenditure and they want that a uniform software to be developed for the entire state.
Pointing out that most of the headmen are elderly persons and it would not be possible for them to go with the present situation, Blah said, “We need the youngsters for the data entry and this is not a one day affair as we have to update and upgrade our data on a daily basis”.
Informing that they have had three sessions already in which 97 traditional institutions — the Dorbars from within the urban and rural areas — had a sitting with the Deputy Commissioner of East Khasi Hills, Blah said, “We have agreed that once these things are ready, as the traditional institutions we are ready to handle this issue”.
Stating that the Residents Act of 2016 deals with tenants, Blah said that tenants have to inform a headman if their relatives are staying with them.
