JOWAI: The Jaintia Hills Autonomous District Council (JHADC) has continuously suffered acute financial crisis since October last year which has affected various developmental activities and the administration system.
Since October last year, staffs of the Council has been facing irregular payment of their salaries. Sources informed that the JHADC employees have not received their pay since January 2013.
“We are in the process to pay their salary for the month of January”, a source said on Tuesday.
Sources also alleged that due to the acute shortage of funds, the Lamdibok -led Executive Committee has diverted the fund amounting to Rs. 5 crores funded by the 13th Finance Commission meant for payments of Contractor Bills for payment of salary.
“In December last year, the Executive committee made a withdrawal Rs. 6 crores from the JHADC Pensioners Account. We don’t understand how the money was utilized and why the Executive Committee failed to recovered the money and deposit the same in to the account of both, the 13th Finance Commission and the Pensioners Fix Deposit account”, a source said.
Sources also informed that, to divert funds from one head-of-account to another is a normal practice, but as per rules, the money should be recovered within fifteen days. “If they fail to recover the amount within fifteen days, then the JHADC has to pay the interest to the bank from the District Council funds”, a source said.
