HC can function with CJ, two judges: Rowell

SHILLONG: While admitting that the bifurcation of the Executive and the Judiciary was an necessary component for having a separate High Court, Deputy Chief Minister in charge of Law Rowell Lyngdoh said that the Government would try to appoint the judicial officers in a phase manner so that the trifurcation of the three bodies can be effected in all the districts.

However, the Deputy Chief Minister said that any High Court can be made operational with one Chief Justice and two other judges.

“We are going to inaugurate the Shillong High Court pending the bifurcation of the Executive and Judiciary at the districts,” Lyngdoh said while speaking to The Shillong Times on Friday.

Lyngdoh also informed that eight judicial officers have completed their training and were awaiting appointment.

“We would be appointing the judicial officers in the various districts to effect the separation once the Shillong High Court is inaugurated,” the Deputy Chief Minister said.

When asked about the expenditure to be incurred in the functioning of the High Court, Lyngdoh said that the Union Government, in principle, has agreed to provide financial support to the State Government to take care of the expenditures of the new High Court.

“We would know the actual amount which would be required once the High Court is operational,” he added.

The Shillong High Court will be inaugurated by Union Law Minister Ashwin Kumar on March 25.
