SHILLONG, July 17: The state government is all set to return the Khasi Hills Autonomous District (Khasi Social Custom of Clan Administration) Bill, 2022, to allow the Council to rectify certain glitches in the bill that has been pointed out by the expert committee.
KHADC CEM, Pyniaid Sing Syiem told The Shillong Times on Monday that he has requested the District Council Affairs (DCA) Department to return the bill by Tuesday.
“We will do the necessary correction and table the bill afresh in the Council,” the CEM said, adding that they have set a target to obtain the Governor’s assent before the year ends.
He said during their recent meeting with Deputy CM in charge of DCA Department, Prestone Tynsong the KHADC spoke on the need to get the Governor’s assent to various pending bills.
He admitted that he did not know the actual status of the various pending bills since some are pending with the DCA Department, some are being examined by the expert committee while others have been returned to the KHADC for rectification.
Syiem said he submitted a statement to the deputy chief minister on the difficulties faced by the KHADC due to delay in release of the council’s share from the royalties on minor and major minerals.
“We are in the dark as to the total amount collected by the state government and the amount due to the council since the government releases the funds as lump sum amounts whereas the share should be 60:40,” he said.
Syiem said he requested the state government to help the KHADC to function smoothly.
