Guwahati, March 19: The Assam government has reinstated a suspended Assam Civil Service (ACS) officer to service after the Chief Minister’s Special Vigilance Cell of Assam Police reportedly failed to file a case report within the stipulated time.
“Without prejudice to the departmental proceedings and criminal proceedings drawn up against Shri Saibar Rahman, ACS (DR-2002), who was placed under suspension vide notification number AAP.108/2021/4 dated 10.09.2021, is hereby reinstated in service,” an order from the state personnel department, read.
“On reinstatement in service, Rahman is posted as deputy secretary to the Government of Assam, science, technology and climate change department, with effect from the date of taking over charge,” the order read.
It may be noted that the ACS officer, who was suspended and subsequently arrested in the year 2021, had faced charges of amassing disproportionate assets to his known sources of income.
Rahman was accused of appointing several candidates to the post of village headmen, while he was the additional deputy commissioner of South Salmara in the year 2018, and taking huge sums of money as illegal gratification against each post.
Reportedly, there were three cases against Rahman filed by the Chief Minister’s Special Vigilance Cell. However, the charges did not materialise and he was released from jail.
The vigilance cell had, upon completion of investigation and finding sufficient evidence against Rahman, submitted before a special court a 305-page chargesheet against him within 51 days after the prosecution sanction order was accorded by the state personnel department.
During investigation, several field visits were conducted by the special investigation team (SIT) to Mancachar, South Salmara and seized all the official documents pertaining to the recruitment examination for village headman which was held November, 2018.
