SHILLONG, Sep 9: Leader of the Opposition, Mukul Sangma, sharply criticised the Meghalaya government for failing to incorporate the provisions of the text settlement agreement with the now-disbanded Achik National Volunteer Council (ANVC) into the proposed amendment of the Sixth Schedule.
Sangma reminded the public that the agreement, signed by the Union government, the state government, and the ANVC, was designed to ensure that the benefits outlined in the settlement would be included in the proposed Sixth Schedule amendment. These benefits were meant to be extended to all Autonomous District Councils (ADCs) in the state.
“The text settlement agreement is a powerful tool for both the Union and State governments to meet the aspirations of the people and reinforce the role of the district councils in line with the Sixth Schedule,” Sangma said.
He accused the government of neglecting its responsibility by failing to follow up on this agreement and questioned the state’s commitment to the ADCs. Sangma implied that the government’s inaction could weaken the district councils, potentially setting the stage for future claims of their failure.
He further highlighted the unique responsibilities of the ADCs in the Sixth Schedule areas, pointing out that unlike other regions, these areas do not have the Panchayati Raj system. “Since we lack the Panchayati Raj system, support for ADCs must be prioritised,” he stated.
Sangma emphasised that the initial special central assistance for the ADCs was agreed upon based on this settlement and that the state government must continue to secure additional funds to ensure the councils’ financial stability.
