HC admits PIL against proposed demolition of Circuit House

SHILLONG, Nov 14: The High Court of Meghalaya has registered a PIL concerning a building known as ‘Bidhan Bhavan’ or ‘Roy Villa’, presently the State Circuit House at Laban.
The PIL was registered based on a letter dated 12.11.2025 addressed to Chief Justice Soumen Sen wherein concerns have been expressed with regard to the proposed demolition of the said building, which according to the letter is a heritage structure of significant historical value.
Advocate General Amit Kumar, assisted by A.H. Kharwanlang, Additional senior government advocate was present in the court on Friday on behalf of the government, and submitted that the said letter is also available with him.
The Advocate General prayed that he may be allowed one week’s time to file an affidavit, with regard to the matter in question.
S. Chakrawarty, senior counsel assisted by M.L. Nongpiur, consented to assist the court as Amicus Curiae in the matter.
The PIL has been listed for hearing on November 27.
