Three Assam police personnel injured in firing by miscreants
Diphu: Three police personnel, including an Assistant Sub Inspector, were seriously injured on Saturday when miscreants from the Nagaland side fired upon a police team patrolling in Doldoli Reserve Forest in Assam’s Karbi Anglong district along Nagaland, a senior police official said. District Superintendent of Police Mukdhajyoti Mahanta told PTI that hearing gun shots in the forest around 10 AM, the police team set out on a search operation. Around 12 noon, the miscreants fired upon the policemen from three sides, injuring the three securitymen with bullets, the SP said, adding the policemen retaliated the fire and the miscreants later fled away. The miscreants had come to encroach upon the reserved forest under Rangapahar border outpost that is within Diphu police station, he said. The injured policemen are ASI Bogiram Bodo, Havildars Nongklit lhozem and Rajendra Deka. The SP said the three, from 5 Assam Police battalion attached to Diphu police station, were admitted to hospital here and stated to be out of danger by doctors. Ihozem was referred to Gauhati Medical College Hospital, he added. Since January this year, nine cases of encroachment by miscreants from Nagaland side in Doldoli Reserve Forest were registered in Diphu police station and 57 persons arrested in this connection so far, Mahanta added. NOC to govt employees encroaching on govt land against fee
Itanagar: The Arunachal Pradesh government has decided to issue No Objection Certificate (NoC) to government employees who have encroached on government land and accommodation after recovering appropriate fee. A recent meeting chaired by chief secretary Ramesh Negi decided that the chief estate officer (CEO) and the land management director would prepare a category-wise list of encroachers along with a list of encroachment cases pending before courts. The UD & housing director were directed to write to banks and other head of departments to stop issuing building loans to anyone without an NOC, official sources said. It was decided that charges as per the Arunachal Pradesh Premises Act, 2003, and other relevant laws would be recovered from encroachers as long as the matter of regularizing encroached land or accommodation was pending. “The encroachers will also be liable to pay for damages or misuse of government property from their pension and gratuity,” the sources said. The CEO has been empowered to remove and prevent unauthorized construction. The period of show-cause notice to encroachers would be 24 hours in place of 10 days and in the matter of ongoing encroachment no notice would be required to hold and demolish such structures, the meeting decided. In case departmental proceedings have been initiated with regard to land encroachment or major damages to government accommodation, the retirement gratuity of the encroacher in question is liable to be held up till the conclusion of the proceedings, the sources said. NHRC notice to Assam police on alleged custodial torture
New Delhi: National Human Rights Commission on Friday issued notice to Assam police and sought report in connection of an alleged case of custodial torture in Jorhat district. The notice was issued after the Commission took suo motu cognisance of a media report that a youth, Siddharth Kaushik Dutta, was subjected to false implication and custodial torture in one of the police stations in Jorhat district of Assam, according to an NHRC statement here. The report said no action had been taken on two separate complaints made by the mother of the victim against the police and other accused. The Commission has observed that the contents of the press report, if true, raise a serious issue of violation of human rights of the victim and has issued notice to the Director General of Police, Assam, calling for a report within two weeks. According to the media report, the Officer-in-Charge of Pulibor Police Station in Jorhat picked up the victim from his house on the April 16 without any formal complaint against him. He was later transferred to Jorhat Sadar Police Station. His torture continued till April 26 and when the victim got unconscious he was shifted to Dibrugarh Medical College for treatment. (PTI)
