KHADC gets 10-day ultimatum to amend ADC rules

SHILLONG, March 25: The Khun Hynniewtrep National Awakening Movement (KHNAM) on Wednesday set a 10-day deadline for the Executive Committee (EC) of the Khasi Hills Autonomous District Council (KHADC) to convene a special session and amend Rule 128 of the Assam and Meghalaya (Constitution of District Council) Rules, 1951.
The KHNAM is seeking amendments to bar non-tribals from voting or contesting in KHADC elections. On February 21 this year, necessary amendments were made to the Rules of Garo Hills Autonomous District Council (GHADC).
Speaking to reporters after submitting a fresh reminder to KHADC Chief Executive Member Winston Tony Lyngdoh, KHNAM working president Thomas Passah lamented that no action had been taken despite the party submitting representations over the years.
“We will give the District Council 10 days to complete this matter. If this is not done, we will discontinue further meetings and resort to other means to compel the council to act, as this is crucial for the welfare of future generations,” Passah said.
He warned that the KHNAM would launch an agitation if the council fails to act within the deadline.
He stressed that non-tribals should not be allowed to take part in elections to the KHADC. He observed that reliance on Scheduled Tribe certificates offers only temporary protection and as such, the party is demanding a stronger and more comprehensive legal framework.
The KHNAM expressed concern over the EC’s plans to review the ADC Rules instead of prioritising Rule 128. Passah mentioned that the ADC Rules comprise 225 pages and 167 paragraphs, and a full review could delay urgent amendments.
“Since 2014, we have been demanding amendment of Rule 128, which defines eligibility to vote and contest MDC elections. This remains the most urgent issue,” he said.
In a memorandum, the KHNAM noted that a similar attempt to amend the rules in 2018 was stalled after the state government had sought further clarification. The party warned that the issue could face further delays if taken up alongside broader reforms.
It pointed out that the GHADC had already amended Rule 128 and secured the Governor’s approval, moving ahead independently.
Passah urged the KHADC to prioritise amendments to Rule 128(1)(d) and 128(3), and take up other revisions later. He said timely action by the council would ensure swift approval from the Governor and safeguard the people’s interests.
