Ri-Bhoi weavers flag delay in CM ELEVATE scheme benefits

SHILLONG, April 9: Weavers in Ri-Bhoi district have raised concerns over a year-long delay in receiving financial assistance and equipment under the CM ELEVATE programme.
Nongpoh MLA Mayralborn Syiem (UDP) convened a meeting with affected weavers, the Meghalaya Basin Management Agency (MBMA), and the Textile Department to address the grievance. Beneficiaries from villages including Umlingsila and Piblo reported that despite applying in 2024, they have yet to receive sanctioned funds or materials.
Syiem noted that while the programme has benefited entrepreneurs in other sectors, the delay in this case has severely impacted the livelihoods of eri silk artisans in the Umling area.
Each beneficiary is entitled to approximately Rs 78,000 under the scheme, which includes a Rs 15,000 loan component and a 5% contribution from the applicant. The loan carries a one-year moratorium and a seven-year repayment tenure.
The meeting resolved that pending working capital will be credited to beneficiaries’ accounts within three weeks, while equipment, including frame looms, will be supplied within three months. Approximately 250 beneficiaries, including individuals and groups, are expected to receive this support.
The MLA attributed the delay to technical issues that have now been resolved and expressed hope that the assistance would reach the weavers within the new timeline.
