Govt rules out Administrator’s Rule in GHADC

SHILLONG, April 22: The state government on Wednesday defended its decision to extend the tenure of the Garo Hills Autonomous District Council (GHADC), ruling out the imposition of Administrator’s Rule in the council.
Deputy Chief Minister in charge of District Council Affairs, Prestone Tynsong said that placing the council under an administrator would restrict its ability to carry out key legislative functions, particularly amendments to rules and regulations.
He explained that if the government takes over, it would be through an administrator, but such an arrangement has limitations. An administrator, he said, cannot pass bills related to amendments of Rules and Acts, as these powers lie with the House and its Executive Committee.
Tynsong said the extension was necessitated by these constraints, allowing the existing House time to deliberate and take decisions on pending matters, including required amendments within the council framework.
Earlier, BJP vice president and Tura MDC Bernard Marak demanded imposition of Administrator’s or Governor’s Rule in the GHADC instead of extending the current executive committee’s tenure.
Marak submitted his demand to Governor C.H. Vijayashankar, seeking his intervention in the functioning of the council.
