Bell guides England to consolation win

Dharamsala: India paid the price for some poor shot selection by their top order batsmen as England rode on Ian Bell’s unbeaten century to salvage some pride by winning the fifth and final ODI by seven wickets and reduce the margin of defeat to 3-2 here on Sunday.

The visitors first dismissed the hosts for a modest 226 and then relied on Bell’s third ODI ton – 113 not out – to overhaul the target with 16 balls to spare at the picturesque HPCA stadium, which hosted its first international match.

The Indians, who had already clinched the series in Mohali, were done in by some poor shots by their top order batsmen and could never really recover despite Suresh Raina’s brilliant effort of 83 under pressure.

Tim Bresnan caused the bulk of the damage with 4-45 as the English bowlers exploited the bowler-friendly conditions after winning the toss and making the home side bat.

The Indians slumped to a precarious 79 for five as Gautam Gambhir (24), Rohit Sharma (4), Virat Kohli (0), Yuvraj Singh (0) and captain MS Dhoni (15) perished in quick succession.

In their bid to chase down the target of 227, Alastair Cook (13) and Ian Bell started confidently before Ishant Sharma broke the partnership.

Man-of-the-Match Bell carried on with minimum fuss, punishing the bowlers for loose balls.

He was joined by Eoin Morgan and the pair closed the match with ease.

Dhoni defends Gambhir, Ashwin

Dhoni defended out-of-form Gambhir and Ashwin, but did admit that the former was going through a “lean patch” and the latter was trying to use “too many variations”.

“Yeah, he (Gambhir) has been going through a lean patch but he is an experienced player. I believe he has batted a bit better in the last few games. Unlike some of the earlier matches, he didn’t look tentative and was a lot more decisive about stroke-making,” Dhoni said at the post-match media conference.

Similarly when asked about off-spinner Ashwin’s form, Dhoni reasoned, “Maybe he was using variations a bit too much but he has now realised his mistake. In the last couple of matches, he has been more consistent in length.

“The new ODI rules, with five fielders inside the circle, has also made it slightly difficult.” (PTI)

Raina has shown how important he is

 It was a good way for England to end the tour.

A win was the apt way to end a tour that they would be quite proud of. They used the conditions to their advantage as the bowlers did the job. Tim Bresnan and Steven Finn did a good job, and Ian Bell with a hundred ensured a convincing win. It was good to see Eoin Morgan hit some form as he is a very important member in the limited-overs unit. Also what will please England is the fact that they won it without Kevin Pietersen firing, as the team relies a lot on him.

England will be happy with their pool of players, as once the likes of Jimmy Anderson, Jonathan Trott, Graeme Swann and Stuart Broad come in they will be a much stronger outfit and will once again set sights on the number one ODI spot.

Their bowling has been successful and this team consists of some really good bowlers. They have a bunch of very good seam bowlers and along with Swann and Monty Panesar, England have found another good spin bowler in James Tredwell.

With a comprehensive win in the Test series, drawing square in the Twenty20 series with a very young team and then losing 3-2 in the ODIs with a weaker side, England would be happy with what they have achieved.

The ODI series win will bring some relief to the Indian camp. They haven’t played really well and often looked out of sorts throughout the winter. The top order has been a concern.

In the past few years Virender Sehwag and Gautam Gambhir have been dominant at the top but with both of them out of form, the worries have begun to grow for India. Gambhir is in his early 30s and that’s when many batsmen are at their best but he has looked very uncomfortable against the moving ball.

India’s batsmen have to sort out the problem of being able to successfully counter seam and bounce. They aren’t going to get tailor-made conditions everywhere.

Suresh Raina has impressed in the ODI series and over time he has shown how important he is to this Indian ODI side especially in the home conditions.

Many do wonder why he hasn’t been able to translate this to Tests, but then Test cricket is a different ball game. The bowlers in the Test format feel it’s pretty easy to bounce him out. He is a fine all-round batsman and it’s only him who can sort out his issue with the short-pitched stuff.

It’s a rebuilding process for the Indian team and I hope the Indian fans are patient with the transition. Every team goes through that and I am sure that this Indian team can definitely bounce back.

‘A lot riding on Australia series’

Jaipur: There is a lot riding on the upcoming India-Australia cricket series since it will help the selectors identify the next generation of players, Rahul Dravid, the team’s mainstay until his retirement last year, said at the Jaipur Literature Festival on Saturday.

“Each series is significant like the series with England. But like India, Australia too has lost a lot of big players. So both teams are quite similar. But there is a lot riding on the teams. It will help them recognise the next generation of players,” he told reporters.

Asked how long he planned to play domestic cricket and the IPL, he said he was taking “one step at a time”.

“I will play for one year,” said Dravid, the captain of Rajasthan Royals IPL team. (IANS)

SLFC face fresh test under Thangboi

SHILLONG: Shillong Lajong FC will host Air India in the 18th round of the I-League season at the JN Stadium, Polo, on January 28 at 2:00pm.

The Reds are currently in ninth position with 15 points and in a close fight with the visitors, who are just one place behind with 14 points.

Lajong will also have an eye on the two other fixtures on Monday, when Pailan Arrows – in eighth place – take on United Sikkim and Sporting Clube de Goa face Salgaocar, both of whom are also on 14 points.

The Airmen hosted SLFC on December 16 last year and were held to a 1-1 draw.

Monday’s match will be the first for interim coach Thangboi Singto, who took the reins after Shillong Lajong sacked Desmond Bulpin last week.

Like Bulpin had done before, Thangboi cautioned that injuries to his small squad could pose a problem.

“I have been coaching and been with the team for a very long time now. The boys are great but my only concern is that there are many players who are injured right now and are not 100 percent fit.

“So we will field whatever players we have right now who are also very capable and I believe in them and also hope that some of our crucial players return from injury soon.”

Coach Thangboi further said, “There is no drastic change in the strategy because there is no time to work on anything extra right now.

“We are doing the best we can and working not just individually but collectively. We respect all the teams who are in the I-League and we will continue to give 100 percent commitment.

“We have to keep working hard and we will take one match at a time. We hope to grab the three points tomorrow and make our fans happy with some new changes that has been brought in the team,” he concluded.

Interestingly, in the five meetings between the two sides, neither has ever come out on top, with each match ending in a draw.

Prayag hold Bagan

Kolkata: Ranty Martins found the target one minute before regulation time to help Prayag United hold Mohun Bagan 1-1 in their I-League fixture here as the green and maroon brigade continued their winless streak after their recent ban was revoked.

Tolgay Ozbey found the lead for Mohun Bagan in the 48th minute but Martins spoiled their joy to extend Bagan’s stay at the bottom of the league standings with two points.

After a couple of missed chances, Martins finally got his scoring right late in the 89th minute when his shot from top of the box went home after efforts from Arindam Bhattacharya and Mohun Bagan defender Nirmal Chetri to clear the ball went in vain.

In the other match of the day, a goal in the 91st minute by substitute Peter Carvalho for Dempo SC enabled them to snatch a 1-1 result against ONGC in Mapusa, Goa. ONGC’s Jatin Singh Bisht had opened the scoring in the 37th minute. (PTI)

WKH sports tourney ends

SHILLONG: The West Khasi Hills District Level Open Sports Competition, as part of the state government’s Year of the Youth, concluded in Nongstoin on Saturday.

A total of seven sporting disciplines were held in the course of the five-day event.

The sports were archery (modern and traditional), basketball, badminton, carrom, half marathon (21km), 5km and 3km road race, boxing and volleyball.

Participants came from across the districts through schools and clubs.

S Kharlyngdoh, IAS, Deputy Commissioner of West Khasi Hills District graced the closing ceremony as the chief guest besides other dignitaries.

The final of the boys basketball formed part of the Republic Day celebrations in Nongstoin.

Governor, CM spend Rs 92 lakh on chopper rides in 5 months

 SHILLONG: The temptation of the VVIPs of the State to fly in the lone Pawan Hans chopper refuses to die out, with Chief Minister Dr Mukul Sangma and Governor RS Mooshahary mostly using this fastest means of transport after the service resumed at the end of July last year.

The result is an expenditure of over Rs 92 lakh incurred on these two personalities.

As per reply to the RTI questions posed by The Shillong Times, in the five months since the chopper service resumed on July 27, 2012, the Chief Minister and the Governor carried out 28 trips each to various destinations, incurring a total expenditure of Rs 92.21 lakh (Rs 92,21,733) which includes Rs 69,54,566 for Dr Sangma and Rs 22,67,167 for Mooshahary.

The Union Power Minister Dr Veerappa Moily undertook one trip at a cost of Rs 3,85,000 during the period.

However, the amount of money collected from the passengers including those from Government departments as fare from July 27 till December 31, 2012 is Rs 14.38 lakh (Rs 14,38,380).

Among the sorties, the Chief Minister used the chopper for 4 hour and 40 minutes to reach Phulbari/Mahendraganj for a visit to the various pandals during Durga Puja celebrations on October 22.

The figures reveal that the maximum expenditure was incurred on VVIPs whereas the ordinary passengers had to shell out their hard earned money to fly in chopper.

While the rate per passenger from Shillong to Guwahati is Rs 1,500, for Shillong to Tura it is Rs 1900.

The rate for a charter flight costs Rs 1,40,000 per hour.

Among the 28 trips undertaken by Dr Sangma, as many as 19 were chartered whereas the remaining were normal. However, no passenger flew with the Chief Minister during these trips.

Some destinations which the Chief Minister frequented included Guwahati to Shillong and vice versa, while other destinations included Mendipathar, Tura, Guwahati, Dilma (East Garo Hills) via Guwahati, Phulbari, Mahendraganj, Goiragre, Kharkutta, Rongara, Raksamgre, Salmanpara, Rongjeng, Baghmara, Williamnagar and Shillong to Ampati.

On one occasion, Dr Sangma used the chopper to fly from IIM Shillong campus to Guwahati, while on two other occasions he used the chopper to fly from Ampati, his home constituency.

As far as the Governor is concerned, out of the 28 sorties, five were charted while the remaining were termed as normal since he had travelled with other passengers.

Out of the chartered trips, there was a Cherrapunjee sortie by the Governor on August 28 last year which took four hours and five minutes with an expenditure of Rs 5.71 lakh.

In another time consuming charted sortie (4 hours 10 minutes), the Governor travelled to Goeregre and back to Shillong but along with some air passengers.

Among the 28 sorties, 11 times the destination of the Governor was to Guwahati. He also took the chopper to Pathsala, Assam, from Guwahati on November 3 last year, but some passengers were also with him.

In another chartered sortie without passengers, the Governor travelled from Narangi in Assam to Rowriah (Jorhat) taking 3 hours incurring an expenditure of Rs 4.20 lakh for the trip.

Though officials close to the Chief Minister and the Governor claim that they took the chopper to save time, critics believe that the trips were waste of money as it defeated the very purpose of the Centre’s initiative.

Moreover, some of these trips were not for official purpose and the cause of concern is that since Meghalaya has only one chopper it often causes inconvenience to the ordinary passengers who long to take the chopper to carry the sick and also for reaching in time for job interviews and examinations. In this context, sources said that the Government should operate one more helicopter for regular air passengers.

A report of the Union Ministry of Home Affairs (MHA), 2011-12 says, “In order to provide connectivity to remote areas as also for providing air connectivity to these areas with rest of India, helicopter services are in operation in the States of Arunachal Pradesh, Meghalaya, Nagaland, Sikkim and Tripura under non-plan scheme with subsidy from MHA. The subsidy portion is limited to 75 per cent of operational cost after adjusting recovery from passengers.

After the helicopter service resumed since July 27 last year, Pawan Hans is using a Dauphin Double engine with a seating capacity of 12.

According to the MHA report, for the purpose of restricting subsidy, annual ceiling of flying hours have been fixed for the helicopter service operating in various States. The number of flying hours sanctioned for Meghalaya is 720 hours per year.

However, the State Governments are permitted to operate helicopter services in excess of the ceiling of flying hours. But, the subsidy is limited to flying hours as per ceiling fixed for each type of helicopter being operated in five States. After adjusting subsidy from MHA, the balance cost of operating helicopter services is met by concerned State Governments.

In addition to the helicopter services in the Northeast, the Ministry of Home Affairs operates one twin-engine helicopter based at Guwahati for use by VIPs and senior officers of the Central Government for visiting the North Eastern States.

‘Political parties not allowed to use chopper’

 SHILLONG: Election is the season when political leaders undertake whirlwind tours using choppers to reach out far flung areas for campaigning. However, the stand of the State Transport Department, which is the chopper service provider, is that no political parties can use the helicopter.

In a written reply to a query on the conditions for the political parties to use the chopper, the Transport Department said, “Political parties are not allowed to charter the chopper.”

Chief Electoral Officer P Naik echoed the same by saying that political parties cannot use the chopper at the

inconvenience of the passengers.

He suggested that since there is only one chopper in the State, the political parties can hire choppers from outside the State for their campaign provided that the trips are shown in the expenditure of political parties.

After filing of nominations, the political parties and the candidates may bear the expenditure jointly, he stated.

‘Fast track all cases of crime against women’

 SHILLONG: Taking note of the growing number of crimes against women in ‘matrilineal Meghalaya’, Governor RS Mooshahary said there is an emergent need to fast track all cases of crime against women.

He also expressed surprise over the fact that there was not a single conviction in connection with crime against women in 2011.

“There were seven convictions in 2009, four in 2010 and none in 2011. Against this, acquittals accounted for 16 in 2009, five in 2010 and 20 in 2011,” he pointed out.

While giving details of the crimes against women in the State, he said in 2009, the State Police registered as many as 237 cases. The number rose to 261 in 2010 and 269 in 2011.

He also informed that during the corresponding period, 705, 800 and 903 cases respectively were pending for trial in different courts of the State.

“Of these, pending cases of rape alone accounted for 414 in 2009, 483 in 2010 and 544 in 2011,” he said.

Asserting the need for a responsive and gender sensitive justice delivery system the Governor said, “Administration of justice needs to be toned up significantly if the law has to have any deterrent effect.”

While terming the New Delhi gang rape as an incident which brought shame to the country, Mooshahary said that civil societies and traditional institutions should introspect and debate on the burning issue and come forward with logical suggestions to ensure safety to the womenfolk.

‘Growing GNLA clout a matter of concern’

 SHILLONG: Governor RS Mooshahary has expressed grave concern over the growing influence of the GNLA in Garo Hills and West Khasi Hills,

Speaking on the occasion of the 64th Republic Day celebration at Polo Grounds here on Saturday, Mooshahary said that the law and order situation in the State has been stable and the internal security scenario is by and large satisfactory.

Informing about the signing of the Agreed Text of Settlement between the ANVC and the State and Central Governments, Mooshahary appealed the ‘disgruntled elements’ to seek peaceful resolution of their demands through established democratic processes.

The Governor observed that activities of the outlawed HNLC have seen a decline in the past few years due to constant pressure mounted by the State Police.

Talking about the development scenario, Mooshahary said that during the Eleventh Five Year Plan, Meghalaya recorded a high growth rate of 8.9 per cent in GSDP and investments in the social sector, roads, airport, railways, IT and market infrastructure were substantially enhanced.

“An outlay of Rs 27,027 crore has been proposed for the Twelfth Five Year Plan which is yet to be approved by the Planning Commission,” the Governor informed.

“The agreed plan size for 2012-13 is Rs 3939 crore,” he said while adding that the priorities of the Twelfth Plan include the need for livelihood creation at a very rapid pace, encouraging investment, improve connectivity besides others.

Mooshahary also felt that there is an urgent need to educate all stakeholders that the mineral resources in the State should be handled with a sense of responsibility. “Exploitation of State resources should be done in a scientific manner,” he said.

He was also of the view that Meghalaya is amongst top ranking states in the field of music and other fine arts and there is need to create more opportunities for the youths to enable them to gain access to national and international platforms befitting their talent and abilities.
