SHILLONG: In yet another case of anomaly in the implementation of the MGREGA Scheme, counterfeit cash memos have been unearthed which were prepared by the Area Employment Council (AEC) Mawryngkneng estimating Rs 8 lakh for the MGREGA Scheme during the year 2009-10.
As per the Right to Information (RTI) filed by the KSU Mawryngkneng Circle from the office of the Block Development Officer of Mawryngkneng C & RD Block on July 1, it was found that the cash memos received in relation with the purchase of materials made by the AEC of Mawryngkneng III for the construction of motorable road from NH-44 to Wahlang (2009-10), from Mawkyrtung to Trairiat (2009-10) and from Mawiong to Khongshnong (2009-2010) were counterfeited.
The KSU Mawryngkneng Circle led by its president Wallambok Kharsati conducted an inspection of the construction sites on Monday and claimed that the materials bought for the construction of these roads contradicts with the cash memos received even though it appeared fair to all the concerned departments.
The organisation claimed that for the construction of a road from NH-44 to Wahlang which was estimated over Rs 9 lakh the document indicates the materials used includes—cement, river sand, sand, masonory stone, stone chips and the expenditure of these materials is not more than Rs 3 lakh.
“But what’s sad to notice is that the materials meant for that particular road were not being used except for Soling Stone in some areas”, Kharsati stated in a statement issued here on Monday.
Meanwhile, for the construction of a road from Mawkyrtung to Trairiat, the estimate cost is Rs twelve lakh thirty six thousand six hundred and sixty seven, purchase for the materials crossed not more than Rs three lakh were not being used for this particular road. Same with the construction of a road from Mawiong to Khonshnong with an estimate cost of Rs two lakh ninety six thousand eight hundred wherein the cost of the materials wouldn’t cross more than a lakh.
“The preparation for these cash memos for the three projects has ranged upto Rs 8 lakh which is unacceptable”, Kharsati added.
The organisation has also alleged that some of the government servants have allegedly forged their signatures into the muster roll and it was clear that the implementation of the said projects were not done by the people but by the giant JCB machine.
In relation to this, the organisation has decided to give a written complaint to the BDO of Mawryngkneng to investigate into the matter and to punish those peoplee involved in this counterfeit as per law.
