Poor response to admin order on registration of labourers

SHILLONG: Failing to get any positive response from the contractors to register the labourers working under them, East Khasi Hills district administration along with the police and inspector of labour would start their surprise checking to detect the labourers who are yet to obtain the ‘Work Permit’ from the Government from December first week.
Even after issuing of an order asking the contractors to register the labourers working with them within a period of 15 days, East Khasi Hills Deputy Commissioner Jopthiaw Lyngdoh said that the response on the part of the contractors is very discouraging.
“We will start the surprise checks from December 2 to detect the labourers who are yet to be registered,” Lyngdoh told reporters here on Tuesday.
During the surprise check if we catch any labourer from outside the State who is yet to register with the Government, he made it clear that stringent action would be taken not only against the labourer but even the contractor who is employing him.
The Deputy Commissioner however admitted that with only one labour inspector in the district it is extremely difficult to carry out this exercise.
“We would require at least three labour inspectors for this job. If this in place then they would be able send three separate teams to different locations at one go,” he said while adding that with only one labour inspector they can conduct the surprise check only at one single place.
Replying to a query, Lyngdoh said that they have adequate magistrates to assist in this whole exercise.
It may be recalled that the State Government had issued a notification for the implementation of the work permit system for registering all the migrant labourers in the State on September 15 last.
