Traffic jams: Enough is enough

Trucks rule over the city roads. These trucks, mostly carrying coal and cement are allowed to ply even during the day time, creating daily traffic congestions in the city. The question remains why these trucks, carrying non-essential items are allowed during day time. Is the Government unable to exercise control over the powerful coal and the cement lobby in the State?
