MLAs share their experiences in three-country tour

SHILLONG: The 14-member delegation of legislators from Meghalaya led by Assembly Speaker Charles Pyngrope who had recently gone for a study tour to three South Asian countries are impressed with the way the Parliamentarians of these nations are actively involved in the supervision of the functioning of various important departments.

Attempting to adopt the practice of the Parliamentarians of these South Asian Countries, the delegation is seriously considering proposing to the State Government for constitution of an Assembly Standing Committee which would monitor and supervise the functioning of important departments.

“Addressing a press conference here on Thursday, Independent legislator, Manas Chaudhuri who was part of the delegation said, “We are having standing committees in the Indian Parliament. We can also form standing committees in our State to oversee the functioning of key departments.” Chaudhuri said that standing committees on education and health among other important departments would ensure better delivery.

He said the members of these standing committees could be assigned the task of monitoring the functioning of these departments to ensure that Government policies and programmes are meaningfully implemented on the ground.

“I personally feel that as legislators we also have the responsibility to see that Government departments perform well. We cannot expect the Minister alone to do the job since he would be over burdened with other duties,” the Independent legislator said.

If standing committees here are given the mandate to perform these sort of responsibilities, Chaudhuri said he is sure that things would change for the better.

The Independent legislator said he would take up the matter in the upcoming Budget Session of the State, which is likely to be held in March.

While praising the way the NGOs in Vietnam are functioning, Chaudhuri said there is vast difference in the advocacy role played by NGOs there and those which operate here.

“The NGOs in Vietnam are highly proactive and add to policy formulation in the country,” Chaudhuri said.

Stating that the NGOs in Meghalaya need to be socially and not only politically sensitive, Chaudhuri said, “We need to sensitise our NGOs so that they can broaden their outlook and base of operation. This requires to be done with a sense of urgency.”

Meanwhile, the Assembly Speaker has advocated the need for population stabilization in the state to check the high decadal population growth vis-à-vis the 2011 census.

Stating that the State’s population has jumped by 28 per cent over the last decade, Pyngrope also said that it is time to analyze whether the high growth was actually bringing in benefits for the State.

As per the 2011 Census, the State’s population was 29.65 lakh and the decennial growth rate stood at a staggering 27.82 per cent. The figure was an increase of 6,45,185 from the 2001 census. A decade ago, Meghalaya’s population stood at 23,18,822.

The Assembly Speaker said it is encouraging to see the way Vietnam has managed to bring down its total fertility rate to just about 2 per cent per family.

“While there are no laws in Vietnam prescribing a two-child norm policy, people themselves realised the importance of planned parenthood and the positive impact it can have on their country,” the Assembly Speaker said.

Meghalaya is yet to make progress in the reduction of the total fertility rate. In 2010, the total fertility rate was 3.8 per family against the national average of 2.7.

He further stated that a detailed analysis is required before a taking a final call on what needs to be done to check this high total fertility rate in the State.

It may be mentioned that the study tour of the State legislators was organised by the Indian Association of Parliamentarians on Population and Development, New Delhi and the Asian Association of Parliamentarians on Population and Development.
