Shillong: The State Home Department has failed to realize an amount of Rs 2.68 crore incurred on payment of salaries of police personnel deployed with various organisations.
According to the Comptroller & Auditor General (CAG) Report for the year ended March 31, 2011 which was tabled on the last day of the budget session of the State Assembly on Friday, out of Rs 3.69 crore incurred by the department, only Rs 1.01 crore was realized.
The department provides police personnel to various organisations for security duties on the condition that their salaries would be reimbursed by the borrowing organisations on presentation of bills by the office of the Director General of Police (DGP).
However, the CAG report has stated that between 1995 and 2011, around six organisations had utilized the services of the police personnel against which the department had put up a bill amounting to Rs 3.69 crore. However, only four of theose organisations made part payment totaling Rs 1.01 crore while the balance 2.68 crore has not been realized till November 2011.
“Unrealized dues from various organisations had accumulated primarily on account of the fact that the DGP did not have any institutionalized mechanism to raise bills on regular basis,” the report observed.
Failure to vigorously pursue the arrears in payment with the organisations concerned on a sustained has also attributed to the non-realization of dues for deployment of police personnel, the report mentioned.
Out of the six organisations, the United Bank of India, Jowai was yet to pay dues of Rs 68.31 lakh from 1995 till 2011. The Airport Authority of India, Umroi is yet to make any payment after seeking deployment of police personnel which amounts to Rs 103.67 lakh and Rs 40.82 lakh between the periods 1997-98 and 2008-11 respectively.
Other organisations who have defaulted in payments include the Superintendent of Police (CBI/ACB), Shillong which is yet to pay Rs 7.12 lakh (2009-2011), the Doodarshan Kendra Shillong, Laitkor which has unpaid dues of Rs 2.58 lakh (2009-2011), Lafarge Umiam Mining Pvt Ltd which has to pay Rs 35.88 lakh (2009-2011) while Rs 7.22 lakh is still left to be realized from All India Radio, Shillong.
“Systematic weaknesses have led to the non-realization of a total of Rs 2.68 crore spent by the department,” the CAG report stated.
