Non submission of fund utilization certificates

 SHILLONG: Chief Minister Dr Mukul Sangma has expressed his dissatisfaction over the failure of the two Autonomous District Councils (KHADC and GHADC) of the State to submit the Utilization Certificates (UCs) of the funds which were released during the period 2010-2011.

“The delay in the submission of the UCs is a clear reflection of the serious deficiencies in the functioning of the two Autonomous District Councils (ADCs),” Dr Sangma said on Friday, a day after his meeting with the Chief Executive Members (CEMs) of the three District Councils including the JHADC.

The Chief Minister attributed the delay in submission of the UCs to the slow pace of implementation of the various projects by the district councils.

Dr Sangma informed that the KHADC is yet to submit the UCs of funds to the tune of Rs 6.27 crore while the GHADC is yet to submit the UCs of funds amounting to Rs 8.22 crore.

“Despite their failure to submit the UCs, we have already released the first installments of funds for the period 2011-2012 under the 13th Finance Commission,” Dr Sangma told reporters here on Friday.

Giving the breakup of the first installment of funds, the Chief Minister informed that a total amount of Rs 890.55 lakh has been earmarked for the KHADC, Rs 296.85 lakh for the JHADC and Rs 791.60 lakh for the GHADC.

He also informed that the total amount of fund earmarked for the three ADCs under the 13th Finance Commission is Rs 344.2 crore.

“We have urged upon the CEMs of the respective ADCs to make necessary efforts to ensure timely implementation of the projects and timely submission of the UCs in the future. They have been asked to work out a calendar for submission of the schemes and the UCs,” the Chief Minister added.
