Raswai takes on KHADC chairman

 SHILLONG: The third day of the KHADC budget session on Thursday witnessed an interesting debate between Chairman Fabian Lyngdoh and HSPDP Mawkyrwat MDC Enbin K Raswai over the Rules of Conduct of Business in the House.

The KHADC chairman interrupted Raswai, while he was participating in the resolution moved by Jaiaw KHNAM legislator Adelbert Nongrum, pointing out that Raswai should not deliver a speech while taking part in a resolution moved in the House.

“Any member who participates should make it clear in the first instance whether they are in support or against the resolution. They are not allowed to make a speech,” Lyngdoh said.

Reacting to this, Raswai, who had himself held post of Chairman earlier, questioned if Lyngdoh was referring to any rule while preventing him from making his statement.

The question put by the Mawkyrwat HSPDP MDC put the Chairman in an embarrassing situation since he was fully aware that Raswai is well versed with the Rules of Conduct of Business in the House.

Further expressing his disappointment over being interrupted, Raswai said “It is surprising to see members being allowed to debate during the Question Hour while I am stopped from making a statement during a resolution.”
