TURA: The Federation of Khasi Jaintia and Garo People (FKJGP) and the A’chik Youth Welfare Organization jointly expressed their strong condemnation against the irresponsible act of negligence by the PHE Department and the contractor in the implementation of the Dilji Apal Gravity Scheme and RCC sanitary well at Dugalgre Govt. LP School and Dajugre Angandwadi Centre.

The NGOs said that a dam and a water tank at Dilji Apal and Dugalgre and RCC sanitary wells with Ferro Cement Roofing were constructed and completed in 2011 under the Dilji Apal Gravity Scheme but, even though the constructions were completed, the constructions which was to supply potable water to several villages have failed to serve their purpose due to incorrect and imprecise method of construction.

Since there is no electricity or pumping system under the gravity scheme, the dam was supposed to be constructed at a higher level than the Main water tank so as to generate enough force to make the water flow into the main water tank.

However, the dam at Dilji Apal was constructed at a lower level than the tank, making the whole construction hollow and without purpose. The construction of the RCC Sanitary Well with Ferro cement Roofing at Dugalgre LP School and Dajugre Anganwadi centre is alleged to have not been constructed as per the estimate and guidelines of the department. Where, binding of 12mm wrought was to be used at the ring well, an 8mm wrought had been used and the diameter of the ring well is smaller than the original plan.
