Guwahati: State governments were on Thursday urged to implement comprehensive administrative reforms and also to replicate innovative ideas emerging from other parts of the country by Union Minister of State for Personnel and Public Grievances V Narayanasamy.
State governments should make sincere efforts to replicate the innovative good governance initiatives emerging from various parts of the country, Narayanasamy told the two-day Regional Conference on ‘Reforms for Citizen-Centric Governance’ here.
He referred to the reforms in the public distribution system in Chhattisgarh, scientific watershed management system in Gujarat, sugarcane information system of Uttar Pradesh, boat clinics in Assam and the land bank project of Kerala.
He informed about steps being taken by the Centre for empowering the people through legislations such as the Right to Information Act, Right of Citizens for Time-bound Delivery of Services and Goods Bill, Lok Pal and Lokayukta Bill, Public Procurement Bill, Benami Transactions (Prohibition) Bill among others. Inaugurating the conference, Assam Chief Minister Tarun Gogoi said that inclusive growth was possible only when proactive steps were taken to ensure proper public service delivery in the rural areas.
He stressed the need for decentralizing administration to improve service delivery and to curb corruption while selection of civil servants should not only be based on merit but also take into consideration their sensitivity to problems of the rural people and suitability of attitude for serving society. Elucidating one of the initiatives of the Government of Assam, Raijor Podulit Raijor Sarkar (People’s government at people’s doorstep), he felt that the selection of civil servants should not be based on merit but also should take into consideration their sensitivity towards the problems of the rural people and suitability of attitude for serving the society.
