SHILLONG: The KHADC is still undecided over the proposed Delimitation Bill which has been hanging fire since 2008.
“We have not been to arrive at a consensus over pertinent points in the proposed bill. We would like to fine tune the proposed bill since it suffers from several flaws,” KHADC CEM Pynshngain N Syiem said here on Tuesday, while adding the Council would have to take a call on this matter during the Budget session scheduled in June.
“If there has to be an amendment to the proposed bill, it has to be tabled in the upcoming Budget Session. We would not be able to take any call on this matter after this since Autonomous District Councils (ADCs) in the State are scheduled to be held in the early part of next year,” the CEM said.
Earlier, the District Council Affairs department had sent back the bill to the Council with recommendations to further improve the Bill.
Meanwhile, sources have revealed that the Council is treading cautiously on the matter due to the opposition from Laban MDC Sanbor Shullai.
According to sources, Shullai had even threatened to go to the court if the Council decides to hold the upcoming ADC election as per the delimited constituencies.
The Laban MDC had, in 2008, opposed the passage of the proposed Delimitation Bill by the Council.
As per the Delimitation Bill passed by the Council in 2008, the KHADC had proposed to create one more constituency in Ri-Bhoi district (Umsning), besides the four existing constituencies of Nongpoh, Jirang, Umroi and Mawhati.
The Council is contemplating to make an adjustment by abolishing the Laban-Mawprem constituency and creating the Laban-Malki constituency and the Laitumkhrah-Nongthymmai constituency.
As it stands at present, Laitumkhrah is a separate constituency while Malki is tagged along with Nongthymmai (Malki-Nongthymmai constituency).
