SHILLONG: In conformity with the National Skill Development Council (NSDC), the State government has recently constituted the State Skill Development Council (SSDC) to address the problem of unemployment by organising skill development programmes for the youth which will probably take off in the month of October.
Talking to The Shillong Times here, Labour Minister Ampareen Lyngdoh said that this council is looking forward to training individuals in different trades while hoping to start the training programme by October this year.
“In conformity with the NSDC, we are proposing to adopt the same strategy to equip the people with the needed skills to ensure their livelihood,” Lyngdoh said while informing that according to the pro-data set by the centre, around 1 lakh 95 thousand young people are expected to be trained in the next 10 years.
The National Skill Development Corporation India (NSDC) is a one of its kind, Public Private Partnership in India. It aims to promote skill development by catalyzing creation of large, quality, for-profit vocational institutions.
It provides funding to build scalable, for-profit vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships.
The NSDC was set up as part of a national skill development mission to fulfill the growing need in India for skilled manpower across sectors and narrow the existing gap between the demand and supply of skills.
Elaborating the details of the programme, the labour minister said that the government was contemplating to absorb 5000 youth in the first phase. “We are seeking the industrial and private enterprises’ cooperation in this regard,” she added.
Lyngdoh also said that the government will insist on placement post training period and it will keep a track on the employees after placement for a period of one year. “As this programme is aimed at solving unemployment problem in the state, there will no age bar,” she informed.
Lyngdoh informed that this skill training programme will help solve the unemployment problem to some extent by imparting the youth with some training in various aspects, best suited to help in sustaining and providing them with livelihood.
It may mentioned that the programmes proposed to be conducted by the labour department is similar to the initiative taken up by the C & RD department a year ago where it managed to rope in Infrastructure Leasing and Financial Services (IL&FS) India Ltd (education wing) to give a new start to the unemployed and underprivileged youth particularly drop outs of the state by grooming them for a whole month before placing them in reputed companies in the hospitality industry across the country.
