SHILLONG: A person identified as Jellybert Mawiong (22) was arrested from 4th mile, Upper Shillong on Monday at around 11.30 pm while he was attempting to place stones and burn tyres on the road side to block vehicles.
The road blockade from 7 pm for three consecutive nights called by the 10 NGOs demanding implementation of the ILP was marked by burning of tyres in several parts of the city.
There were reports of tyre burning from Jaiaw locality where local residents came forward to douse the fire on Monday night.
