SHILLONG: The Government will bring in legislation to ensure that people avail various services on time. This was informed by Chief Minister Dr Mukul Sangma while replying to a motion moved by UDP legislator Jemino Mawthoh during the Autumn Session of the Assembly on Tuesday.
Mawthoh had moved the motion to effect the synchronization of functioning of various departments for providing better roads, water supply, sanitation and power supply in the State following which the Chief Minister assured the House that the Government will soon bring a legislation to see that people of the State avail the basic services on time.
According to the Chief Minister, the legislation will help the Government to take necessary punitive measures against the authorities if they fail to discharge their duties while providing service to the citizens.
Admitting that the people are finding it difficult to avail birth and death certificates on time, the Chief Minister said once the legislative measure is in place, it will ameliorate the condition of the masses.
The Chief Minister also said that the Government was committed to improve various civic amenities in a time bound manner.
Earlier, while moving the motion, UDP legislator Jemino Mawthoh said that there is absolutely no coordination between different Government departments.
“This lack of coordination has greatly affected the members of the public in terms of availing the basic necessities,” Mawthoh said adding that the resources have been wasted due of lack of planning and coordination between departments.
He also pointed out that this multiplicity of authorities and existence of complex institutional framework handicaps development.
He further said that the financial dependence of urban local bodies on the state government also restricts urban developmental activities. “The state needs a clear policy as far as functional jurisdiction is concerned,” Mawthoh said.
