SHILLONG: The Personnel department has issued a show-cause notice to former Education official JD Sangma asking why disciplinary action cannot be taken against him for his alleged role in tampering of mark-sheets of candidates, who applied for the post of teachers in LP schools in 2009-10.
An official source said on Wednesday that the Personnel department recently issued the show-cause notice to Sangma as per the direction of the Education Department based on the findings of the High Level Scrutiny Committee which also upheld the observations of CBI which analyzed the education scam.
As per the report of the High Level Scrutiny Committee, Sangma, who is an MCS officer , in his capacity as the Director of Elementary and Mass Education was allegedly involved in correcting the scoresheet of eligible candidates to ensure the appointment of some candidates who were recommended by ministers and legislators.
The CBI in its report had said that in course of examination of Sangma, he had stated that “under the instruction of then minister of education Ampareen Lyngdoh, he had to change the score sheets as prepared by five Boards duly applying white fluid on the original marks, as awarded by the members of the Board” .
Sangma also handed over a file to the CBI containing the list received by the minister from different persons/ MLAs/ Ministers recommending the names of the candidates for selection as teachers in LP schools of Meghalaya.
Earlier, last year, the transfer of Sangma, who was holding the post of Director of Higher and Technical Education to the post of Joint Director MECOFED was one of the actions taken by Government.
Based on the recommendations of the High Level Scrutiny Committee, the Education department has segregated the tainted and non-tainted candidates to facilitate appointment of eligible candidates after terminating the services of as many as 246 teachers who were illegally appointed.
According to the observations of High Level Scrutiny Committee, many officials indulged in deliberate complicity of the matter of vitiating or otherwise interfering with the selection process.
