SHILLONG: The State Rural Employment Society which is the implementing agency of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) has been able to dispose of eleven major complaints in the year 2011-12.
This was revealed in the annual report 2011-12 on the implementation of the MGRNEGS in the State which was tabled before the Assembly on Wednesday.
One of the complaints was that there was no proper maintenance of muster rolls submitted by the VEC at the block office at Umsning and payment amounting to Rs.5,62,000 against those muster rolls of January-March 2011 was also pending.
After the complaint, the BDO had been advised to make immediate payments to the VECs and to maintain all the documents. Payment was made on January 24, 2012 and February 1, 2012.
There was another complaint at Mawryngkneng Block that fake cash memo was supplied and the allegations were later found true as site verification showed mismatch between the cash memo and the actual material used for road construction. The use of JCB machine was also proved in one road construction under the scheme.
After the allegations were found true, a show cause notice was issued to the VEC functionaries.
The report also revealed that during the year 2011-12, 175.37 lakh person days of employment was generated at a total expenditure of Rs 32143.81 lakh and the unskilled wage rate has been increased from Rs.100 per day to Rs.117 per day. The State Government has also introduced a new scheme – black topping of the rural roads to undertake blacktopping of 2 km MGNREGS roads per block per year under the black topping of Rural Road schemes for Rs 25 lakh per kilometre.
According to report, the installation of VSATs has been completed in 34 blocks and this could provide the blocks in uploading the data in the MIS.
