SHILLONG: There are as many as six pending cases in which cognizance has been taken by the court against Chandra Mohan Jha, the Vice Chancellor of the controversial CMJ University, who was arrested in Bihar on Tuesday.
As per the affidavit filed by Jha before the Returning Officer to contest the Lok Sabha election from Jhanjharpur constituency of Bihar, he has as many as six cases pending in Bihar and Meghalaya.
While a case is pending in the court of First Class Judicial Magistrate, Patna, since 1999, another case is pending in the court of Special Judge, Economic Offence, Patna, since 2003.
There is another case pending in the court of Chief Judicial Magistrate, Shillong, (CBI special case of 2009). The cognizance order of the court was on March 31, 2011.
Another case was registered against Jha in 1999 under the Indian Penal Code and Negotiable Instrument Act. This was challenged by Jha through the Patna High Court in 2012 and stay was granted.
While a case of 2002 mentions about sections under Companies Act on alleged violation of certain norms of the Act, another CBI special case of 2009 under various sections of the Indian Penal Code is also pending against him.
As far as the case of 2002 under Companies Act is concerned, the affidavit said that the prayer for grant of relief is pending for disposal.
Strangely, Jha has not mentioned in his affidavit the cases filed by Shillong Police for the anomalies in the functioning of CMJ University.
Interestingly, Jha has no dearth of wealth and was revealed in his affidavit.
The people of the State were in the dark about the assets, liabilities and education qualification of Jha, but thanks to the affidavit, more details about the elusive man has emerged.
As per the affidavit, 59-year-old Jha has Rs. 3,50,572 cash in hand while his spouse has Rs. 2,51,894 cash in hand.
The gross total value of his moveable asset is Rs. 2,59,65,735 while his spouse is Rs. 95,47,913. Jha has Rs. 15,72,800 in his Axis Bank account at Shillong and an amount of Rs. 2,55,894 in PNB Bank, Shillong.
Jha also has Rs. 2,55,800 in ICICI, Shillong bank besides another Rs. 1,45,840 in SBI, Shillong and Rs. 2,28,745 in his Axis Bank account at Madhubani, Bihar.
He has two FDRs with Axis Bank of Madhubani branch worth Rs. 28,02,496 and Rs. 30,02,587.
His investment, shares and debentures is worth Rs. 3,34,100 in Eastern Petrochemicals Ltd., Rs. 7,99,000 in JD Health Care Pvt. Ltd., Rs. 6,24,000 in Spiderman Merchants Pvt. Ltd. and Rs 25,00,000 in Cilson Organics Ltd.
He owns a Tata Safari vehicle with a current market price of Rs. 5,45,600.
Jha owns gold ornaments weighing 90 grams worth Rs. 3,05,000 besides his household goods are worth Rs 12,55,600.
Jha also owns a one double barrel gun worth Rs. 8,100 and one revolver worth Rs. 16,000.
According to his affidavit, he owns agricultural land at Marukia village, Bihar and at Kolkata and the current market value of his properties is Rs. 75,00,000. Besides, he also owns two non- agricultural land at Kolkata, the total market value of which is Rs. 1.06 crore.
He also owns four commercial buildings at Dharbhanga in Bihar and Kolkata and the total current market value of the buildings is Rs. 5.15 crore while his spouse owns a commercial building whose current market value is Rs. 75 lakh.
Jha owns a residential building at Kolkata as well whose current market value is Rs. 85 lakh. His spouse owns a residential building at Malki, Shillong, whose current market value is Rs. 1.75 crore.
His LIC policy is worth Rs. 81,36,584 whereas that of his wife is Rs. 41,42,978.
His loans given to the Trusts include – NEITED Rs. 2,87,017 and CMJ Foundation Rs. 25,15,000.
In his affidavit, Jha has mentioned his profession as businessman even though there is a mention that he is an educationist and social worker.
His spouse is also mentioned as engaging in business and she is also shown to be a social worker. There are no dependents for them as per the affidavit.
As regards to his educational qualifications, Jha passed matriculation in 1972 from Bahu Uddesiya Higher Secondary School, Sabaur, Bhagalpur and completed his graduation in the year 2001 from Madurai Kamraj University and post graduation in 2004 from the same University.
The affidavit says that he obtained a Doctorate from Inter Cultural Open University, Holland, in 2008. The affidavit, however, does not mention the subject of the Doctorate.
