SHILLONG: The formation of too many committees, commissions, and study teams find place in the Agreed Text for Settlement with ANVC which may lead to red tape while implementing the points highlighted in the Agreement.

As per the agreement, the State Government will appoint a Committee in consultation with Garo Hills Autonomous District Council (GHADC) to identify and define the nature and extent of minor works that can be transferred to the Council.

There are a many as 13 minor subjects which will be transferred to GHADC and they are PWD, PHE, Animal Husbandry and Veterinary, Agriculture, Weaving and Sericulture , Handloom and Textile, Minor irrigation, fisheries, role in tourism, role in Joint Forest Management Committee(JFMC), Arts and Culture, Registration of Birth and Death and Rural and Urban Affairs.

The same Committee will determine the areas to be administered by GHADC as far as subjects under Rural and Urban affairs are concerned.

Another Commission will be set up to make a study and suggest administrative and legislative structure for handing over civic administration of towns through duly elected local bodies to GHADC.

Yet again one more Commission will be set up to realize the objective of better delivery of justice and more efficient local governance in GHADC.

Formation of an Independent State Finance Commission is another feature of the agreement.

The aim of the Finance Commission is to recommend establishing a proper basis for fund allocations and sharing of tax proceeds between State and GHADC.

The agreement also says about the formation of a separate Committee of both State and District Council to monitor and review the regular release of scheme based funds to the Council. The decisions of this Committee will be informed to another Monitoring Committee proposed under Ministry of Home Affairs. The Committee under the chairmanship of Joint Secretary (North East), MHA comprising representatives from Meghalaya Government, the Council and am ANVC nominee will review every six months the status of implementation of decisions under the agreement. The Committee will send a report to the union home secretary who may communicate the same with appropriate advice to the state government.

At the Council level, another Review Committee will be constituted comprising the representatives of GHADC, State Government and a nominee of ANVC to ensure proper follow up and implementation of the agreement.

The agreement also highlights the need to conduct studies on a few projects. For the improvement of Baljek airport, steps will be taken to carry out a study to expand the airstrip by realigning the national highway, as per the agreement. Another feasibility study for commissioning small aircrafts to transport perishable commodities outside the state will be taken up.
