Arunachal govt to prepare a vision document in 2015: Tuki

Itanagar:Arunachal Pradesh Chief Minister Nabam Tuki on Sunday said the state government’s New Year resolution is to prepare a vision document ‘Vision 2030′ for planned growth in the state.
“We are contemplating micro planning from the block levels by consti-tuting various committees for suggestions and recommendations to be incorporated in the document,” Tuki said while addressing party workers at the Rajiv Gandhi Bhawan here to mark the 129th Congress foundation day.
The Chief Minister exhorted party workers to send inputs and sugges-tions for incorporating in the proposed document. “As Congress is not in power at the Centre, the common fear among the people is that fund flow will stop. There are opposition parties who are writing to the Centre to halt develop-ment and stop fund flow to the state,” he alleged.
Stating that the Constitution provided a federal structure where funds cannot be stopped, Tuki said the recom-mendations of the Finance Commission was also constitutionally binding. Reiterating his stand against the NDA’s proposal for re-structuring of the Planning Commission, the Chief Minister wondered on the need for changing the plan panel instituted by former Prime Minister Jawaharlal Nehru.
“If there are any short-comings in the panel, it should be rectified and strengthened. It could be given a federal structure by taking the opinions of the states,” he said. “A bill to reform the Planning Commission is likely to be moved in the Parliament and it will easily come through in the Lok Sabha as the ruling party has majority” he pointed out.
Referring to various schemes launched recently by the Centre, Tuki said all of them old schemes with new nomenclature. “There is a visible move to dilute Congress’ policies and programmes by the present NDA government at the Centre,” he said. Stating that Arunachal would be a model state in the country soon in terms of cent per cent population coverage under the ambitious cashless CM Universal Health Insurance Scheme, Tuki exhorted party cadres to join hands with the state government to make the scheme successful and for entire coverage of the population by March 31 next.”With Arunachal becoming the best skill development state in the country, in devolution of powers to panchayati raj institutions, the state will go up to fifth position in the country from its 27th position,” he said urging party workers to work with team spirit for overall devel-opment of the state.(PTI)
