Agartala:The first day of budget session of Tripura assembly has witnessed uproar at beginning of the day when Governor Pad-manabha Balakrishna Acharya skip a portion in his written speech in the house.
In an unusually scene Governor was found engage in argument with Congress legislators over three minutes suspending his speech and Speaker Ramendra Chandra Deb-nath had embarrassed in the situation.
Opposition Congress legislators sought clarification the Governor Acharya why he skipped a major portion of his speech because it has set a bad precedence in the country.
However, Speaker Debnath claimed that Governor was quite unwell and it was difficult for him to read out each and every line of 37 pages of the speech and said, “It is a common practice if the Governor feels uncomforted they skipped the middle portion and lay it in the house for the members and Tripura assembly has several such instances.”
Leader of the opposition Sudip Roy Barman how-ever, stated that sometimes due to physical inability Governors skipped certain portion but prior to that they sought permission of the house showing their inability but in case of Acharya it was different.
“Neither he confirms his illness and physical inability in the house before skipping the most important part of the speech; suddenly he jumped into the concluding paragraph. But when we sought his attention he rather became rude to us, which is a bad precedence in the history of Tripura,” Roy Barman opined.
He further stated, “We finds the speech prepared by the council of ministers was not approved by the Governor but out of compulsion he has to accept it or the left front govern-ment has written something against BJP led government, which was not possible for the Governor to read out in the house because of his ideology, otherwise, he could explain the reason of skipping the pages.”
Later, entire opposition staged walked out from the house for the day after question hour alleging the partiality of the Speaker Mr Debnath in conducting the house.
Speaker Debnath refu-sed to accept the adjourn-ment motion of Congress Legislative Party leader Roy Barman who demanded a discussion on massive corruption of centrally sponsored MGNREGA in rural development blocks of the state.
“Speaker accepted the discussion on proceedings of Parliament during NDA government and criticised the role of Narendra Modi led government in implementation of Food Security Act etc beyond rules but our issue, which is very much in the rule and pertinent for the state, he refused it as advised by the ruling party and Chief Minister Manik Sarkar,” Roy Barman alleged.
