HC directive to CBI

SHILLONG: The High Court of Meghalaya has asked the CBI to frame sections of law on the offences made out by the investigating agency on the incident related to the protest of people on  the High Court premises in January this year.
Earlier during the hearing on  January 27, 2015 on the contempt of court case against KHADC  MDC Adelbert Nongrum, Justice SR Sen had  directed the CBI  to conduct a thorough inquiry and find out who were responsible for misleading the people pertaining to the judgment stripping the powers of headmen  and instigating law and order problem, and trying to divide the people on communal line, who were shouting slogans outside the court premises and bringing around hundreds of people to create fear psychosis and disturb the court proceedings for which the district administration had to clamp Section-144 CrPC to maintain law and order in and around the High Court  premises.
After the hearing on the case on Tuesday, the  order  passed by  Division Bench comprising Chief Justice   Uma Nath Singh and Justice TNK Singh said that  as “the CBI has arrived at certain conclusions  inculpating the persons named in the report, it would be more appropriate for the Bureau to clearly indicate as to what offences are being made out on the basis of the materials collected and the conclusion arrived at. The same shall be done by filing an appropriate affidavit within two weeks”.
The Court also directed to seal again the CBI report with enclosure and photographs which was opened in Court and return to the SP, CBI for filing affidavit.
