SHILLONG: The outlawed HNlC received a jolt when one of its senior cadres Edmund Nongsiej surrendered before police on Monday. Nongsiej, a 2000 batch recruit, is a resident of   Mawlai Wahumkhrah, Nongpdeng. He did not deposit any arms.
