SHILLONG: In a new initiative aimed at regulating the power of the government, KHADC Chief Executive Member P.N. Syiem has decided to bring in a resolution through a special session to nominate any member to the council instead of the current practice.
There were occasions when the government recommended the name of a nominated member, while other times, the KHADC Executive Committee had recommended the name to the District Council Affairs (DCA) department and in turn the DCA forwarded the name to the Governor.
The move comes in the wake of nominated member Gabriel Wahlang resigning his MDC post to contest the Nongstoin by poll.
Syiem said the name of the nominated member should be proposed by a resolution through a special session, as per sub rule 2 of Rule 6 Assam-Meghalaya District Council Rule, 1951.
“The rule is clear and what we want is that after the Executive Committee proposes the name of the nominated member, it can be referred to the House as a resolution of the EC for the official approval,” Syiem said.
According to sources, in case Gabriel does not win the by poll, there is a possibility that he might be nominated to the KHADC again by the government.
“It does not look nice to nominate the same person again,” Syiem said, adding that this time, it would be ideal to select the name through a resolution.
The special session to table the resolution will be convened after the Nongstoin by poll, Syiem added.
KHADC appoints 32 members to Federation of Traditional Dorbar
The KHADC, meanwhile, has appointed 32 members to the Federation of Traditional Dorbar (FOTD) through a notification issued on November 3.
“After the State government de-notified the committee headed by D.D. Lapang, which had earlier proposed to draft a bill on empowering the traditional heads, the FOTD will do the needful for empowerment of traditional institutions,” KHADC CEM P.N. Syiem.
The FOTD was accorded legal recognition as per the provision of the Sixth Schedule in the recent winter session of the KHADC.
In a move to maintain consistency in the traditional system of governance, Syiem has sought the collaboration of all stakeholders, Dorbar Raid, Dorbar Shnong and the District Council to ensure that rights and interests of the traditional Dorbar are protected and further empowered.
It may be reminded that the FOTD was constituted during the Dorbar Bah ka Bri u Hynniewtrep assembly called by the KHADC on September 5.
The FOTD will be headed by the KHADC CEM as chairman, L. Blah, Executive Member, in charge of Elaka as vice chairman and C. Pohlong, Planning Officer, as member secretary.
There will be five members from the KHADC including P.T. Sawkmie, M. Nongrem, T. Dkhar, N.A. Nongrum and L.G. Nongsiej.
12 representatives from traditional heads have been nominated as members which include W. Kharshiing, R.L. Blah and D. Dkhar, president, secretary and treasurer of Synjuk ki Nongsynshar Shnong ka Bri u Hynniewtrep, respectively, besides S.D. Khongwir, president of Mawlai Town Dorbar, K. Ryntathiang, secretary of Synjuk Shilliang Umkhen, E.L. Nongrang, Sordar of Mairang, R. Sohmat, headman of Phlangwanbroi, S. Pyngrope, headman of Laitkor Rngi, E. Lytan, general secretary of Nongthymmai Pyllun, G. Laloo, general secretary of Synjuk ki Nongsynshar Shnong Upper Shillong, D. War, secretary, Dorbar Mission Compound and F.M. Mawphniang, headman of Kdonghulu.
There are representatives from the Dorbar Hima which includes Niandro Syiem of Maharam, Freeman Syiem, Syiem of Sohra, N.K. Lyngdoh, Lyngdoh of Hima Mawphlang, P. Rynjah, Sordar of Nongjri, M. Byrsat, Lyngdoh of Hima Nongstoin, P.S. Nianglang, adviser of Hima Riangsih and Jyrngam, B. Sohtun, Myntri of Hima Khyrim and B. Kharlukhi, Myntri of Hima Mylliem.
From Dorbar Raid, there are four representatives – W.M. Syiem, Syiem of Raid Mawbuh, P. Khongstid, Sordar of Raid Nongkhieng, K. Syiem, Syiem of Raid Marngar and K.K. Tangsong, Sordar of Raid Lyngkhat.
