SHILLONG: A special session has been convened on December 14 to allow the KHADC to move a resolution to nominate a new member to the House after nominated member Gabriel Wahlang (Congress) resigned from the Council to unsuccessfully contest the Nongstoin by poll.
KHADC CEM P.N. Syiem on Thursday said he has been authorized by the Executive Committee (EC) to suggest a name and move a resolution nominating the chosen name as member of the House.
It may be reminded that the Executive Committee has decided not to re-nominate Wahlang to the KHADC.
The decision to nominate a new member to the House overlooking Wahlang has further exposed the division within the Congress – especially between the chief minister and the chief executive member – as it was the chief minister who was instrumental in installing Wahlang as a nominated member in the Council, sources said.
The sources also added that the chief minister played a crucial role in allotment of the Congress ticket to Wahlang to contest the Nongstoin by poll.
Govt labels KHADC notification on headmen as illegal
In a set back to the KHADC, the State government has made the notification of the Council empowering headmen as illegal.
Earlier, the KHADC had notified that the Khasi Hills Autonomous District (Appointment and Succession of Chiefs and Headmen) Rules, 2015 to empower the headmen to issue various certificates.
However, an official statement issued to the media by the District Council Affairs department on Thursday said the State government in its notification has declared that the publication of notification of the Khasi Hills Autonomous District (Appointment and Succession of Chiefs and Headmen) Rules, 2015 in the Gazette of Meghalaya is unauthorized.
The department further said that for general information and future reference, the government has notified that under paragraph 186.5 of chapter XIV of the Meghalaya Secretariat, Manual of Office Procedures, 1993, a Gazette (Extra-ordinary) notification can be printed only with the approval of Printing and Stationery department except where this power has been specifically delegated, such as publication of Acts by Law department or certain publications by Assembly Secretariat and Election department.
