MPSC rejoinder

This letter is a response to the letter to the editor captioned “Wanted Transparency in MPSC!” (ST Sep 22, 2016) from S. M. Sangma, J. Lyngdoh & B. Lyngkhoi etc., and another letter captioned, “MPSC Delays in Holding Exams and Publication of Results” (ST Oct 22, 2016) from persons whose names were withheld on request. In connection with the first letter the MPSC had recommended 5 (five) persons to the post of Assistant Research Officer (ARO) under Finance (Economic Affairs) Department vide Notification No. MPSC/Ex-C/28/2014-2015/3 dated 14th December, 2015. But on receipt of communication from the Finance Department vide Letter No. FEA.188/2015/125 dated June 9, 2016 informing the MPSC that Ms Banylla Lyngkhoi (who surprisingly was also the signatory to the letter captioned, “Wanted Transparency in MPSC!” dated 22nd September, 2016) had communicated to the Secretary to the Govt. of Meghalaya, Finance (Economic Affairs) Department that she will not be able to join as Assistant Research Officer in Finance (Economic Affairs) Department. This letter signed by Ms Banylla Lyngkhoi is available on record. It is also informed that on receipt of the communication and request by the Finance (Economic Affairs) Department the M.P.S.C. recommended the name of the candidate who secured the 6th position in the subsidiary list, namely Mr Lasoki Sumer.

On the subject of not making public the names of candidates in the Waiting list / Subsidiary list it may be informed that as per Office Memorandum No. PER(AR). 62/2011/3 dated 4th January, 2012, the subsidiary list shall not be published and should remain confidential with the MPSC and the same shall be furnished to the Government when called for and when required. This instruction is based on a Supreme Court ruling after a candidate in the waiting list was killed by opportunist who wanted to take his place in the subsidiary list.

With regards to the vicious accusation from unknown persons whose only intention is to drag the name of the MPSC through the mud in the letter captioned, “MPSC Delays Holding of Exams and Publication of Results” the undersigned would like to state that the vicious accusations meted out are baseless and without any proof. If the persons whose identities have been withheld can prove that the undersigned has in any way withheld the result because of nepotism and corruption then they should expose themselves and print the names of the candidates along with their address and details of the posts that they have applied in the MPSC and prove that they have been recommended by the undersigned through unfair means. If not these persons who have wrongly and viciously accused the undersigned should refrain from spreading such vicious lies just to defame the MPSC and the undersigned and influence fragile public minds. This is also to inform the public that the delays in declaring the results were not caused by MPSC but by firms which generate results out of OMR sheets. It is also unfortunate that these so called nameless persons did not applaud MPSC for generating timely results in 2015.On checking the available records in the MPSC the undersigned suspects that these so called nameless persons of having ulterior motives as there were no complaints during the period between 2013-2014 and earlier years whereby many results were delayed and some even up to 6 (six) months from the date of the conduct of examinations, though the delays were of course genuine in nature and were in no way influenced by so called nepotism and corruption. It is therefore pertinent to question these anonymous complainants whether they are targeting the functioning of MPSC or they are just targeting the undersigned with malafide intentions.

If the grievances are genuine the aggrieved persons should visit the MPSC office and request for the desired information from officers working in the MPSC or resort to RTI application which the MPSC has been prompt in replying to from available records over the years.

Desecration of temples a sacrilege

Fifteen temples were desecrated in neighbouring Bangladesh by Islamic zealots on the unfounded allegations that Islam was denigrated on social media. Is Islam so fragile, like its marriages which one can exit by simply uttering talaq thrice, that it can be decimated in the social media? Frankly, with the unfolding of barbaric and beastly acts in neighbouring Bangladesh, Iraq, Syria, Middle East and in all the Islamic nations, the earth would have been a better place to live in minus it. And just look at our brazen Prime Minister Narendra Modi who is broadcasting his Maan ki Baat in the All India Radio but cares two hoots when it comes to voicing concerns on the acts of the Islamic fundamentalists in Bangladesh. Is he waiting for the vandalism of fifteen mosques in India in retaliation to the Bangladesh incident to open up his mouth? He was prompt in voicing his concern to his counterpart in racist Australia regarding the burning of an Indian bus driver of Brisbane County Council but is equally unabashed when it comes to his own neighbour. Modi should be shooed by the people like the nautanki Arvind Kejriwal.

Emergency exits imperative

In light of the frequent tremors felt in our region, it is advisable that the authorities take measures to ensure that provisions for emergency exits are made in different educational institutions and offices in the city. One can observe that schools in particular are cramped with as many as 150 students in a room. How will these children escape if an earthquake strikes during school hours? This should raise the concern of all, especially that of the parents. It is commendable that the Government is encouraging mock drills relating to earthquake situations but one can say that it would perhaps be better if schools and offices individually undertake the exercise more often. In fact, the same can be made mandatory for all institutions, even hospitals! People are by and large anticipating a powerful earthquake. We might never be able to predict the time but we can indeed take preventive measures to avoid loss of life otherwise, in the end, who will take the blame?
