SHILLONG: Maintaining a tough stand against influx in the state, the Hynniewtrep Youth Council (HYC) has reiterated its opposition to the proposed railway project in Ri Bhoi District as anti-influx mechanism is yet to find a place in the state.
Speaking to media persons after meeting the KHADC CEM PN Syiem on Monday ,HYC general secretary Robert June Kharjahrin said that Inner Line Permit (ILP) has not seen the light of day which is an anti-influx mechanism.
The organization asked the KHADC not to issue NOC for the proposed railway project and added that the state government cannot proceed ahead with the land acquisition without the NOC of the KHADC.
“At the same time, the KHADC cannot issue NOC without taking the consent of stakeholders,” Kharjahrin said. Stating that it is not opposed to ushering in developmental activities in the state, he said, “The state should have a proper mechanism to check influx”.
He pointed out that effective mechanism such as Inner Line Permit (ILP) system, work permit and residential permit, should be in place before the state government proceeds with land acquisition.
Expressing skepticism at the government’s comprehensive mechanism of entry/exit points, he said, “The state needs to have pre-conditions to outsiders which can be done through the mechanism of ILP.”
He also urged the traditional heads and land owners not to be in a hurry till a solution emerges in dealing with influx. The KHADC chief informed the delegation that a consultation meeting with all stakeholders will be convened by the district council to examine the matter.
“The KHADC will have to weigh the pros and cons of the railway project considering the suggestions of the stakeholders,” he said.
