Shylla for revival of KHADC bye laws

SHILLONG: UDP member and Nongkrem MDC, HS Shylla has expressed concern over State government de-notifying the building bye law of the Khasi Hills Autonomous District (Land Development and Building) Regulation, 2015.
Shylla contacted the secretary of the Executive Committee, who informed him about the de-notification of KHADC building rule. The KHADC has not taken action to rectify the bye laws which were framed since the year 2015.
The MDC has urged the executive committee of the KHADC to prepare the Paragraph 186.5 and 186.6 of Chapter XIV of Meghalaya Secretariat, Manual of Office Procedures, 1993 to pave the way for “Khasi Hills Autonomous District (Land Development and Building) Regulation, 2015” in the Gazette (Extra-Ordinary) Meghalaya.
Shylla said that any notification published in the Gazette (Extra-Ordinary) of Meghalaya is after it gets the approval of Printing and Stationery Department, according to the Meghalaya Secretariat Chapter.
“As per Paragraph 186.6, such a notification should be signed by Secretary or Deputy Secretary,” he added. He observed that the KHADC building bye law has by-passed the official procedure, while he added that it led to the bye-law being termed as unauthorised.
