Manipur to start public service system, check cyber crime

Imphal: The Manipur Cabinet has decided to start Manipur State Transport (MST) immediately with the objective of providing an economical, efficient, sustainable, affordable and properly coordinated road transport service.
Modalities will be worked out to start bus service within next one month. Manipur Information Official Friday said the Cabinet presided by N Biren Singh held a marathon discussion on the matter last evening and it was decided that Manipur State Transport will be owned and run by the Transport Department in the initial phase. The arrangement will subsequently involve participation by private operators under the banner of MST.
At the initial stage, MST will start with 14 routes, connecting Imphal with other Districts namely, Churachandpur, Pherzawl, Bishnupur, Jiribam, Noney, Tamenglong, Kangpokpi, Senapati, Ukhrul, Kamjong, Thoubal, Kakching, Chandel and Tengnoupal.
Due to heavy increase in numbers of vehicles and pedestrians population with limited narrow roads and parking spaces mainly within valley districts of Manipur leading to daily and yearlong inconveniences of traffic congestion and unwanted frequent accidents, the Cabinet decided to create one post of Superintendent of Police (Traffic) and one post of Additional Superintendent of Police (Traffic) to look after traffic in Imphal area.
Cabinet noted that cyber crime complaints have increased in recent times. Such complaints are generally related to social networking sites and SMS through mobile phones. Evidence in such cases is required to be immediately retrieved as it pertains to e-mail, websites, chats database which are to be traced on desktops, laptops as well as mobile phones. It is imperative that the data is retrieved at the earliest and following the prescribed procedure for its admissibility in Courts. In this regard, the Cabinet also decided to create one post of Deputy Superintendent of Police to deal with and investigate cyber crimes.
The Cabinet also discussed regularisation of payment of enhanced scales of pay to teachers having requisite qualification and decided to withdraw earlier cancellation order dated 6/9/2016 issued by the Education Department (S).
In view of the importance and relevance of renewable energy sector and solar energy in particular, the Cabinet decided to provide subsidy of Rs 10,000 per KW for installation of grid connected rooftop solar power plants. The amount of state capital subsidy however, will be limited to a maximum of two KW or Rs 20,000 per beneficiary. The State Cabinet also decided to restructure the Manipur Development Societyand to hand over the cases relating the irregularities of accounts of Manipur Development Society to the CBI. (UNI)
