NGOs demand inquiry against `partisan’ IAS officer

SHILLONG: Two prominent NGOs of the state, Civil Society Women’s Organisation (CSWO) and Thma U Rangli Juki (TUR), have asked the state government to institute an inquiry against Indian Administrative Service (IAS) officer, H M Shangpliang who is looking after different departments, for misusing his official position and breach of service rules.

As per a video clip that is being circulated, HM Shangpliang was found taking part in a Congress meeting at Lawbah area of Mawsynram constituency where he was reportedly praising the Congress party.

Shangpliang holds the posts of Secretary of GAD, Director of Social Welfare, Secretary to the Chief Adviser to the government and Mission Director, National Health Mission and Meghalaya Health Insurance Scheme.

In a memorandum submitted to the   Principal Secretary of Personnel & R (A) &(B) department, the two NGOs said that HM Shangpliang should be immediately suspended pending completion of the enquiry.

The meeting in question was held at Lawbah village on July 8 in the house of Anabel Hynniewta under the chairmanship of Khelor Kharnaior, president, Mawsynram Block Congress Committee.

In the video clip, Shangpliang was seen congratulating the newly-elected office bearers of Lawbah Area Congress Committee, including its vice president, Darwin Lyngdoh of Mawdon village, and also the primary units of the Congress for their hard work.

The NGOs alleged that the Government official had   violated service rules (3A), 3 (2A) and 5 of the All India Service (Conduct) Rules, 1968 as amended for serving Indian Administrative Services   officer.

 

“He (HM Shangpliang) has been attending political party meetings and also indulging in politically partisan diversion of government schemes and funding   to people to secure their political support, “the memorandum alleged.
