Nongrum demands early amendment to Rule 128 on district council Rules

SHILLONG: MLA and MDC of KHNAM Adelbert Nongrum recalled the time he had broken down while speaking about amendment to Rule 128 of the Assam and Meghalaya Autonomous Districts (Constitution of District Councils), Rules, 1951, in the last Council session held in October last year.

Again, during the Council session held on Wednesday, Nongrum moved a motion to discuss on the inordinate delay by the Executive Committee in bringing about Amendment to Rule 128.

He said, “A team of constitutional experts should be consulted and there should not be any more delay in this matter. One month will be enough and we will see the outcome.”

The CEM KHADC PN Syiem in his reply said that the provisions of the Rule 128 were being studied in depth and that the matter was being seriously looked into the EC.

In this connection, Nongrum said that he did not want to be part of the committee to study the Rule 128 and instead the matter should be handed over constitutional experts.

Nongrum on numerous occasions has raised the issue of amendment to Rule 128 of the Assam and Meghalaya Autonomous Districts (Constitution of District Councils), Rules, 1951 which seek to prevent non-tribals from taking part in the district council elections.
