SHILLONG: The ambiguity in the written answer regarding the reservation policy for higher studies by Chief Minister Conrad Sangma was exposed by former chief minister and Leader of the Opposition Mukul Sangma on Friday.
The former, however, stood by his answer but gave further clarity on the matter.
During the question hour in the Assembly, SK Sunn (Independent) raised a question as to whether it is a fact that the state job reservation policy does not include quota in higher studies, especially in technical lines such as polytechnic, MBBS and engineering. The written answer of the chief minister was “No”.
Sunn, whose question was already circulated, also wanted to know that “if the reply to the first question is in the affirmative, whether extending the job reservation policy for higher studies has deprived deserving students” and the reply of Conrad was that it does not arise in view of the answer to the first question.
When the supplementary questions were raised by the opposition members, the chief minister made it clear that job reservation policy does not include studies in polytechnic, MBBS and engineering, but the government is extending the reservation policy to higher studies.
In this context, Mukul wanted the chief minister to correct the answer to the principal question by saying that the reply should have been categorical.
“This is very important and crucial issue and if the reply is not clear, it will have its ramifications and fallout and it may lead to serious litigations,” Mukul said.
However, the chief minister said he noted the points raised but asserted that there will not be any change in his answer.
Ampareen Lyngdoh wanted to know if higher studies are not under the reservation policy, then when the system of extending job reservation facilities to the higher studies was introduced. Conrad said he would find out and also added that the previous government had the opportunity to introduce changes to the reservation policy in the context of higher studies.
Those who sought further clarity on the matter included Adelbert Nongrum (KHNAM), Zenith Sangma and PT Sawkmie (both Congress), but the chief minister only said his reply was “very clear”.
Earlier, Sunn wanted a written reply from the chief minister regarding the marks obtained by the candidates who had gone for higher studies in the last five years.
However, the chief minister wanted Sunn to meet him as the answer would be exhaustive.
