ADCs want govt to stay away from its affairs

SHILLONG: The representatives of three Autonomous District Councils submitted a memorandum to the chairperson of the National Commission for Schedule Tribes (NCST), Nand Kumar Sai, urging him to direct the state government not to interfere in the administration of the district councils.
In a meeting with NCST at Pine Wood Hotel on Thursday, representatives of the KHADC, JHADC and the GHADC discussed about matters and problems pertaining to the ADCs.
The CEM of KHADC Teinwell Dkhar and Chairman of KHADC PN Syiem informed that they discussed on the issue of para 12 (a) of the Sixth Schedule, delay in approving the Bills of the KHADC by the state government and asserted that the power should be strictly vested upon the Governor of the state to approve the Bills.
The para 12 (a) of the Sixth Schedule relates to application of acts of Parliament and State Assembly in district councils, which according to the councils is taking away their powers.
With the bills of the KHADC pending in the department of District Council Affairs, Law Department and the Governor, Dkhar added that a timeframe should be fixed as per the Sixth Schedule of the Indian Constitution for the Governor to give assent to the Bills. The Governor should also exercise his discretion when it comes to giving assent to Bills, Syiem observed.
