SHILLONG: The Thma U Rangli-Juki (TUR) has asked the state government to put the Right to Public Services Bill, 2020, in the public domain before tabling it in the upcoming Assembly session for consideration.
The Bill will ensure that a specific timeline is given for any kind of service provided by the government including issuance of caste certificate, driving license etc. If made into an Act, officials will be liable for punishment if the services are not provided within the stipulated time.
The TUR lamented that the government has not involved the citizens in framing of this particular legislation through a proper pre-legislative consultation.
“The pre-legislative consultation is important because the framing of this law, which is meant to make bureaucratic actions responsive and time-bound, cannot be left to the bureaucratic class alone,” TUR, which has also petitioned Chief Minister Conrad Sangma in this regard, said.
The TUR said that it had submitted a draft of a similar law in 2013 to the state government called ‘Right of Citizens for Grievance Redress and Service Guarantee in Meghalaya Bill, 2013’, which, according to the organisation, was comparatively wider in scope and was conceived for grievance redressal.
